I believe it was made using the old xsdk toolkit, which is specifically a Synchronet thing. As I understand it allowed for special functionality (e.g.: chat) to occur between the program and the BBS, and for that reason I don't think one can simply convert the XTRN.DAT file to another drop file format and make it work (if someone smarter than me is reading this, please correct me if I'm way off).

The source code is out there in the Synchronet Gitlab site though, so if you're feeling ballsy and know how to compile C code, and you really want a non-Synchronet version of this game badly enough, you or someone else could attempt to port it to OpenDoors or something to make it run on any BBS you want.
