subject: Factors affecting thruput

Regarding substandard thruput:
Wonder if someone could provide insight into factors that adversely
affect the thruput I realize using an internal, 'Hayes compatible'
modem. It's a 14400/9600 fax modem in my laptop. I have no idea who
manufacturers it. The situation is that I have never been able to
achieve a throughput greater than 12000 baud or about 1500 CPS.  1450 -
1300 CPS is not uncommon.  I'm using Telemate but I've used other
telecom programs. Typically communicate with BBSs.
What factors might I examine, reoption, tweak or peak?
