That's not really true.  If they'd wanted to retcon the ridgies, they'd only 
have needed to alter a very few TOS Klingons - Michael Pataki (Korax) to name 
one.  Any others could have been replaced with bluescreen techniques in the 
very few scenes where they used original Klingon footage.  Most of the 
Klingons in the barroom brawl in Trials And Tribble-ations were new footage 
(especially the one with the really *BAD* wig).  Korax would have been the 
only real problem, since his is a key scene and he's such a memorable 
character (in case you're not up on who's who, Korax is the drunken First 
Officer who compares Kirk to a Denebian Slime Devil and says the Enterprise 
should be hauled away as garbage - one of the best scenes ever in Trek).
