I think you are confused here as to the distinction between C++, which is the
language, and the various C++ language processor implementations (i.e.
compilers), which have names such as "Microsoft Visual C++", "MetaWare High
C++", "Watcom C++", and "Borland C++". There is currently *no* C++ compiler
for the PC platform that provides a complete implementation of the Standard
C++ language (There isn't even, strictly speaking, an ISO C++ Standard yet.).
However, I am told that Watcom C++ 11.0 is the nearest at the moment.
If your vehement prohibition against Microsoft Visual C++ really means "I
don't want a C++ compiler that only targets Windows.", then I suggest that
you take a look at Watcom C++ 11.0. It can be run on DOS, DOS+Windows 3.1,
DOS+Windows 95, Windows NT, or OS/2 Warp, and can be used to build 16-bit
DOS, 32-bit DOS extended, Win16, Win32, 16-bit OS/2, or 32-bit OS/2 programs.
