I thought they was jowls, or is it:

flews: drool tossers (upper lips)
jowls: drool catchers (lower lips)?

 CH> ruff - the long, thick hair that grows around the neck.

Also the sound the dog makes when they get gum on that part and it gets
ripped out too quickly?
