       The US system as a whole has rations by money. In Canada they 
ration by queue which is why you can go to see a general doctor daily, 
but (last time I looked) you wait 6 weeks or more to see many 
specialists and wait up to a year to get a hip replacement. You also 
don't roll out the new medications as quickly as they do in the US. We 
also have more MRIs in Manhattan than in all of Manitoba (although I am 
betting efficient usage is probably somewhere between the two.

     Not good or bad on the face. Just how different systems work.
