  With Window Scaling off, it works normally.  The Linux end proposed a
Window Scaling of 7, when it saw that the remote end was not configured for
Window Scaling, it reverted to scaling of 1.  Everything appeared normal.

   Wireshark dump in Binaries for those interested.
