It's not just that either. Go back in the history of any serial killer
or other really violent and repugnant felon, and you'll see that most of
it started out with severe cruelty to animals.
Seeing that the courts and the police know this, it seems that an act
like this would be taken very seriously, especially when committed by a
kid. IMHO institutionalization and counselling are needed.
If that doesn't work, THEN a few quick swats upside the head with a
Louisville Slugger oughta do the trick.
