Mike,
       7 bits would only cover the standard ASCII character set..
       ie... 00-7F (hex) or 000-127 (dec)...  This would be fine
       if all one ever did was view or download text data...
       You can forget binary files such as *.EXE, *.ZIP, etc..
       They contain quite a bit of data from 80-FF (hex) or 128-255 (dec).
       Of course you can also forget about all those graphical comm
       programs used by AOL, Prodigy, Compuserve, and even those nasty
       web browsers used with a PPP connection such as Internet Explorer
       or Netscape... 8-)
