Well, in practice, they might be. If you want decent performances from 
90% of people, you're more likely to get it by having them ad-lib to a 
scenario. Almost anyone can play "let's pretend", while learning to 
speak written lines and make them your own is a craft requiring a 
trained memory, a love of language, and a lot of hard work.

But it still seems like dumbth bordering on the subhuman not to know 
that professionals generally do it the second way.
