How can he finish a story that never even got started? Not to mention 
that the cast is now ten years older. If there are more "Lost Tales", 
I'm sure JMS will eventually do some more stuff with the "Crusade" 
characters -- after all, he already has (which no one ever seems to 
notice) -- but neither the "Crusade" of which a handful of episodes 
exist nor the real "Crusade" that he wanted to make in the first place 
is ever going to be fleshed out, because the time is past. The best that 
we can hope is that some of what eventually might have gone into 
"Crusade" can be done in other forms.
