But, they were still owned and still legal in a few Northermn states.

Just as up to and including WWII, the vast majority of blacks were 
used as auxuliary troops, ng laborers.  In fasct, it was not until 
1966 that a black officer rose through the ranks to captain in 
the Navy.  

And, as it was, the fighting units composed of blacks during the 
Civil War all had white officers as their leaders.
