My suggestion was expressed a little more dogmatically than I intended. What I'm saying is that inspection of Mike's capture indicates a problem which does not seem to be at the Linux end. It may turn out that W2000/SP4 is confused by the window scaling = 7 option used by default on Mike's Linux box. If that is true, then there should be a LOT of unhappy Linux people who get frustratingly slow access via TCP (nntp, http and maybe more). Or, maybe some NAT box or router is re-writing fields in the packets and that is causing confusion. It would be worth investigating.
