I agree its definitely "a standard", but it's not really a network standard. So
sure, it belongs in an FTSC document, just not the same document that defines
required packet format(s).

FTS-1 could be split up into probably 3 or 4 documents, at least, and some of
those resulting documents would not really be relevant to the network as it
operates today.
