   N, but neither are they all that rare. Interesting that many who 
actually need it don't take, but many who don't do. Many who do take it, 
try to get off it ASAP. Sorta says more about the types of who would go 
on welfare long term. About all most are saying is that we need to be 
more aggressive to weed the longer terms out.
