Two steps.  In menus.ctl, use the line
     File_Download                          Transient/s   "Download Files"
and in an early mecca screen (welcome.mec?) use
[keyoff]s
[b9600 goto OK]
keyon]s
[/OK]
This will a) remove key s from all users, b) assign key s to anyone at less 
than
9600 and c) prevent anyone with key s from seeing the "download" command.
