OK, simply logon RyBBS and see where the user gets the option to skip
the new message scan (startup.bbs's option QUERY MAIL enables this). I
just did this in local mode using a test name "Wally Po", here's a
snapshot of the screen:

As you can see above, using QUERY MAIL offers the caller the option
to skip searching new mail, if he selects NO he is not going to search
any mail, that's good if he (or she) isn't interested in the thousands
of echomail messages sitting here, BUT, selecting NO at this point
eliminates a new mail search in the EMAIL base(s) also. EMAIL at most
has only a few hundred messages, including messages from me as sysop
attempting to contact them in the EMAIL base.
 
What this causes is an inability to contact most users with an EMAIL
message from the Sysop. The only workaround this I see right now is
this, either we have to turn off the QUERY MAIL option when we want to
contact a user (DEFEATS THE PURPOSE OF QUERY MAIL), change their
security to one that forces them to a special menu where they have to
read the message (ROYAL PAIN in the butt) or a third solution which only
you could do.
 
And that is, in some way, possibly a QUERY OTHERMAIL option, where the
user does not get the option to skip the new message search until AFTER
the email base new message search and before the other mail search
(non-email bases).
 
This would allow RyBBS to search the email bases for new mail before the
user has a chance to skip the search.
