   It all comes down to feasibility.  Sure your ISP *could* track
everything you do.  This may or may not be relevant depending on the type
of privacy required.

  However, this requires that a single organization (Insurers, Law
Enforcement, government, private investigators) go to ALL 5,000 ISPs in the
US, and have them start to collect data on everyone.   Why would they do
this if the information is available from a central location (cookie
tracking, single signon access, etc)?
