The server goes into PMTU discovery mode and somehow ends up dropping back on the MTU size. A close inspection of the packet streams in Wireshark shows that Linux appends 12 bytes of TCP packet "options". I'll have to research this further. Perhaps Windows cannot deal properly with this field.
