I see the report by ALCAN Railway Link, Inc. of Whitehorse optimistically
concluded that connecting the Alaska Railway with would only generate about
74% of the costs. 

Since it would be a multi-BILLION (US, not European billions) dollar
project, the public would be left paying a lot of money.
