I got both submissions and processed them.  The robot says it added the
rules file to the repository....but it does NOT.

So, that part of the robot is busted, broken, kaput, zapped, hosed.

It appears I will have to edit the submitted file to remove the password
and then copy the edited files to the rules diretory.

Joy, yet another manual chore and change to the documentation and FAQ.

Thanks very much for the submission...it confirmed my suspicion that the
software does not work as it used to.
