Take the goldfish out of the tank.  I've always heard that goldfish shouldn't 
be mixed with other tropicals as they produce more waste. Perhaps the silver 
dollar is stressed.
I had a 10 gal setup with 3 silver dollars and they were great together. 
Perhaps he/she needs a silver dollar friend or two.
