such dokument is only for humans, not for outdated areafixers without ocr
scanning, but if 2 or more areafix/filefix not understanding commands then
systems cant work together on solve comands to keep things in sync, that
leads to manuel proccessing for most sysops where it was not needed if
coded to same fsc specs
