Yup.  I scanned the trial dub last night for quality (I've seen
dropout
in old tapes, luckily this tape survived well and is only lacking
from the SLP quality level) and Kosh scenes.  Sure enough he
says nothing throughout the whole film.

With Kosh lines isn't it sometimes ambiguous if we hear it as
a part of the narrator's viewpoint or if the other characters hear
it as a thought broadcast?
