You'd definitely have to till, just to lossen up the soil and get some
air into it. I'd also suggest tilling in some topsoil or soil conditioner,
at the very least some fertilizer as you do your tilling. Don't use manure.
It'll take too long to break down to the point where it'll actually do some
good.
