I cannot recall that there is any evidence in the show that they did that.

Actually, there were two. Sheridan denied the Ganymede ship to them,
though the circumstances of the Martian ship were more complex.

But we /know/ that Morden was involved with the Clark government at a
high level. And he must have dangled some pretty big carrots to get the
xenophobic Clark to cooperate at all.
