Every culture, not civilization. In any case they use religion to explain what they cannot understand or control. Over long periods of time the system(s) can and often do become quite complicated. Science, particularly modern science, has managed to come up with demonstrable reasons for a lot of the things that used to be attributed to 'the gods.' One has to wonder, since most religions claim to be the personal representatives of God on earth and therefore are acting as His agents and at His direction, why those same religions cannot be held financially liable for 'acts of God.' There was a recent court case in Omaha where former state senator Ernie Chambers (boy does the US congress deserve HIM) filed a lawsuit against God. It was dismissed because the dunderheads couldn't figure out how to serve the summons.
