Yes it can. And since the pots are going to be preset, you can
use any curve.

I'm guessing the 2 watts at 8 ohms is the MAXIMUM rated output of
the equipment that you want to feed into the equalizer. This is
4v RMS.

"Line" level is probably about 1v RMS. You could probably reduce
the output of the source with its own volume control. Then you
just feed the output of the equipment straight into the
equalizer. If you want you can connect an 8 ohm resistor across
the output, but most modern equipment doesn't need this.

These days it is very difficult to find a point to pick off the
signal without a schematic. In the days when the volume control
was done with a potentiometer, you could pick it off from the
input of the pot. but these days all the TVs use electronic
control. One IC looks very like another, so it's almost
impossible to find a suitable pickoff point without a "map".
