That depends on how you look at it,
About two years ago we had that same problem, maximus was allowing
you to tag 32 file, alot of Sysops complained ( self included )
We wanted the user to explore the BBS, use the echos,
Find out the other things you have on the BBS, Games, chat to other users
But most of all Call back   and dont be a file leach
The files are still there tomorrow.
Looking at some of those leaches here  they all started a BBS
and have since closed down   
There is more to a BBS that files you know.
If I could set that file linit to 10 I would do so  
and so would a lot of others
