I'll bet his DSL router is doing the blocking internally.
I recall setting up a friends system, and the IP address offered to the
DLink Wireless router, was a 192.168.x.x number, and not a public number.
It appeared that his "DSL Router" was also a firewall, that was
configured by Bell South to block lots of things by default, as well as
doing NAT, and not offering a public IP address to his internal systems.
