Through the years of using other tossers, here is what I observed:

Some have unique Dupe DB per area while some have a shared DB for all
areas.  If I recall, Fastecho, Fmail and Gecho used the later methodology
while compared to squish which used the former.  HPT as we see is
configurable.  With HPT I always favored HashDupesWMsgId.

Nonetheless messages posted without a messageID and no content change (i.e.
moderator posting robots) would get trapped every time which was the
correct action.  No change in content is indeed a duplicate!  Some
moderators even posted the exact same message in other areas causing them
to get trapped.  I definitely remember seeing this with Fastecho.

Nicholas: Could you post the original messages with hidden lines?
