You should be able to use MECCA tokens to do that.  Try this in your 
Newuser.Mec:
[b9600][goto fast]
[setpriv slow]
[/fast]
This should detect whether or not the user is at 9600 baud or more.  If they 
are then it skips down.  If they are less than 9600 then it sets their 
priveledge level to "slow".  You'll just need to define "slow" as the 
appropriate priveledge level.
ANother alternative would be to place thos elines in your logon Mec, and you 
could have your logoff Mec check and reset to Normal.  That way it chekcs on 
each call, so if they call back later with a faster modem, they don't still 
get the extra time.
