    This made some difference in that it goes in and out of 1-byte packet
mode.   It works for 1 or 2 messages, sends about a dozen 1-byte packets,
then sends a packet of about 1400 bytes.   The next 1 or 2 messages are
normal, but a later message may switch to slow mode.

   So it's now a bit different, but clearly not a fix.
