I like this question!  Unfortunetly I don't have the answer.  :(
Here's to hoping that there is a doable solution though.  Off the top of my 
head (and I am going to try this or at least look it up and try and logic it 
out) you'd think that there would be a MECCA solution to this.  Sort of a 
special status if the user's connect rate is 2400 to give the user x amount 
of time sort of deal (like I said it was just off the top of my head and 
there doesn't appear to be much surface area to the top of my head  ).
