Charles, the intent of that law is to keep businesses from "unknowlingly"
selling tobacco to minors wbo "look like they're 18." By mandating ID checks
for people who don't appear to be over 26-27 years of age, then the older
looking 16-17 year olds won't be able to sneak by.
(I'd also support the same ID check responsibility for the purchase of
lcohol
by anyone under the age of 30.)
BTW: In the past, with only voluntary controls, the only time people checked
ID's for minimum age purchases such as alcohol and tobacco, was when their
sales license was on probation for selling to minors. One time when I was
checking ID's at a local bar, we had to check everyone, (I carded and 80 year
old woman, and boy was she pleased.)).
