When I set up my last tank, I added the plants first and waited for them to 
get a get hold before adding fish. It took about 3 weeks before they started 
to grow.  Get a product called "Plant Saver" (Jungle Products) and add it to 
the water, when I added it, the plants grew like CRAZY!
