I run FAT32 here, and have no problems.  I load up Win95 (well, 98) in the
usual manner, and the BBS nodes run in two dos windows.  Everything works
fine this way.
I've also tested by booting Win95 to DOS, and the system worked fine there
too.  I can't imagine what's causing your problems.  :-/
