That is for sure, it gets down in the single digits and below and it usually 
does not snow. I think also if You get below 18 or near there, Salt ( which 
they generally use up here in NY ) does not work well. Boy! Do I love January 
and February!!  But fortuneatly for me I like my seasons..

Check this out.. I let the dogs out Sunday Morning and it was raining. Not 
too odd, cept for it was 17 degrees out there. That is the coldest I have 
ever seen it rain. The upper atmosphere must have still thought it was in 
texas . It did not freeze by the time it hit the ground.
