Nothing in it affects this or any other echo.  In short, it takes out the
Z1 ¨addressing for the Fidonews editor (sensible, 2 or 3 of them have not
been in ¨Z1, current one is in Z2) and makes a few shifts in how P4 in the
future might ¨be ammended (quorums of RC's added to reduce the numbers
total needed).
