Given the fundamental nature of bureaucracy, this is almost a physical
impossibility. ex. In the Albany NY area there's a huge amount of
"road fixing" going on now on roads that don't need fixing at all
and some of the local schools have recently embarked on major grounds
modifications (landscaping and such). Given the supposed tightness of
state and local budgets, this sort of stuff seems criminal.
Bureaucratic spending always expands to consume all available funding.
Three years ago, there were Palm Beach county FL school system
administrative divisions that were sending perfectly credible PII systems
to the county surplus store and buying new gear. It made no sense to me
when there were schools crying for computers...
