Try this:
(max.ctl)
      Local Editor            @cmd.exe /c c:\max\ice\ice.cmd %s %%k %%t
(ice.cmd)
cd\max\%2
c:\max\ice\iceedit /f:c:\max\%1 /N:%2 /T:%3
Running from cmd.exe makes all the difference.  I had this problem too.  This
setup's for a multinode Maximus, that's why the %2 subdirectory under Max.
This is where %2's dropfiles go for doors, etc.
