 The main reason is, not all ATMs are at drive up stations. Many
 are inside buildings, where blind people can use them. They use
 the same machines for inside and outside. It's cheaper to use
 one machine with braille, than to have special machines for each
 location.

 Firemen may be disabled temporarily and require exercise to get
 back in shape to return to duty. What better place than the
 firestation?

 Even more so, an inspector may not be as fit as a fireman, may
 even be disabled. Same for an instructor.

 As to the door frames, that makes perfect sense. It is possible
 a blind person may have reason to be in a fire station, just to
 ask for help, for example. The markings on the door may say
 only, "Authorized Personell Only".

 On top of that, you never know when things may be changed. What
 is today an excercize room may be moved to a building in back,
 and an office installed upstairs.

 Most of all, the law was not written with a lot of exceptions.
 There is one law, and if it needs to make allowances then the
 law should be amended, but it must be adhered to until then.

 Where I work we have four handicapped spaces near the two
 entrances from the parking lot. I have never seen any of those
 entrances used. The ones for the production workers will only be
 used if some visitor comes in that way, as it is not possible
 for someone unable to walk to work as a production worker there.

 However, they don't write special laws for factories, and not
 all factories cannot have handicapped production workers. So,
 that is the way it will be.
