Allows a sysop to have their system preemptively create QWK packets for specific users (e.g. QWKnet nodes), nightly.

Once upon a time, creating a QWK packet took a measurable amount of time (exporting the messages to QWK format, zipping the messages into a .QWK file), and QWKnet nodes might want to save those long-distance phone charges and have their packet already created and waiting for them when they made their once-a-day phone-modem call to their QWKnet hub to upload their replies (from the day before) and download their new messages in a QWK packet. I doubt anybody needs this optimization any more.
