If you can get by with using the DOS machines as clients only and keeping all 
of the shared resources on the NT machine, then you can use this for free:
   ftp://ftp.microsoft.com/bussys/Clients/MSCLIENT/DSK3-1.EXE
   ftp://ftp.microsoft.com/bussys/Clients/MSCLIENT/DSK3-2.EXE
If you need the DOS machines to act as peer servers in addition to just 
clients, then you can buy the Microsoft Workgroup Add-On for DOS for about 
$50.
