If we are comparing TARP to Otto's living on the dole, then here are a 
few other differences.

TARP was stated to be a loan not welfare.  Recently 10 banks petitioned 
the government to repay $60B+ of the TARP money back to the government.

TARP's stated goal was to help many in the country by shoring up the 
financial industry.  This would help many by getting lending flowing 
again.  Otto's welfare only helps Otto, nobody else.
