  Our local phone company provides a service that fixes that problem.
  If our phone line is in use, it gets routed to an answering machine or 
"voice mail" actually.  The caller does not get a busy signal.
  If there is a message waiting, the phone beeps before providing dial tone 
when we pick up the receiver.  Then we call a toll-free number, enter a code 
number and retrieve our messages.
  We have this on both our home based business line and our personal lines, 
since we use the personal line for web surfing.
  I hope your local phone company offers this service, it's a few dollars per 
month cost.
