   This dropped from 69 to 75 then went up during RR and then began to 
fall again under Clinton. 

This is an interesting chart that shows the rate of per capita changes 
in financing. Note that this measured had already hit its top and was 
declining in '79, before RR came on board.
  So, if you look at the actual facts, it is shown that all of this was 
established long before RR. So they were wrong on the basis of the 
stats.
