This is a private contractual matter between you and them. If you are
unhappy with the service, get another provider. Both MCI and Sprint will
route a standalone IP block, provided that it is correctly assigned and
registered. Most likely, your provider feels that it is in their interest to
make you use their non-portable addresses so that it is harder to switch
providers.
We have two standalone blocks routed, one through a provider who buys
directly through MCI and one through a provider who buys from DX.NET, a small
but first-tier ISP. I can assure you that this can be done if your provider
wants it to be done, which they will if you make it a provision of their
contract.
Many ISPs do things which I consider to be outside the bounds of ethics, such
as listing themselves as the administrative contact for domain registrations,
instead of their customers. All of these little tactics are intended to make
it harder to change ISPs.
