He might be using a PAS16 card.  Quake requires that the SB emulation be 
started.  The line I use is:
device=e:\os2\drivers\mvprodd\mvsound.sys d:x q:y /s:1,220,1,10 /v:80
where X is the DMA address in the mvprodd.sys line and y is the Q setting on 
the same line.
Works great here.  Quake also needs to have the SET BLASTER line in the 
autoexec.bat.  Here is mine:
SET BLASTER=A220 I10 D1 T4
This makes the card look like an old SB Pro.
