I got it to work.  I read a readme windows file for the Terminate Term
program, and it suggested that since there is no physical device on comm 3
to use a com3irq=-1 command in the 386 section of system.ini in windows, I
did just that, and whala, it worked.  Maybe it's a suggestion to all windows
users that have something on com's 1,2, and 4.  Some quirk in windows that 
I happen to read about.  Thanks for the suggestion though.
... It only works when you're not looking.
